1. Unchecked baggage (cabin baggage)
Unchecked baggage (cabin baggage) is a passenger's baggage that is located in the cabin during a flight with the carrier’s consent and on a passenger watch.
Belongings are accepted as cabin baggage that do not contain substances and objects prohibited to be carried in an aircraft cabin, the weight and dimensions of which are set by the carrier and allow to place them safely in an aircraft cabin.
The passenger has the right to take the following things into a cabin with no additional charge levied as excess baggage established by a carrier according to the FEDERAL AVIATION RULES "COMMON RULES FOR AIR SERVICE OF PASSENGERS, BAGGAGE, CARGO AND MAINTENANCE REQUIREMENT OF PASSENGERS, EXPORTERS AND RECIEVER " approved by the MINISTRY OF TRANSPORT of the RUSSIAN FEDERATION, the order of 28.06.2007 No. 82, item 133:
- a backpack, which weight and dimensions are established by the carrier rules, or a handbag, or a briefcase inserted in the backpack, or bag, or briefcase;
- bouquet of flowers;
- outerwear;
- infant food for a baby in the quantity necessary for the period of flight;
- a suit in a holdall;
- a device for carrying a child (a cradle, child restraints (systems) for children under two, a pram and other devices) when transporting a child, the dimensions of which are set by the carrier rules, and allow to place them safely in an aircraft cabin in an overhold locker or under the seat or underneath the seat in front of you;
- medicines, special dietary products in the quantity necessary for the period of flight;
- crutches, walking sticks, babywalkers, rollators, folding wheelchairs used by the passenger and having dimensions that allow to place them safely in an aircraft cabin in an overhold locker or under a seat or underneath the seat in front of you;
- goods bought in duty free shops at the airport and packed into firmly closed plastic package which weight and dimensions are set by the carrier rules.
2. The checked baggage
All items with bag tags that you drop off upon checking-in for your flight and pick up at the destination airport are defined as checked baggage.
2.1. The free baggage allowance is established by carrier and set as a number of pieces and weight of baggage per passenger.
2.2. On a request of passengers who have one purpose of travelling or travel together to the same airport of destination by the same plane (the family members, people who are travelling together or on business), and if they make a contract with passenger air transportation providing free baggage allowance, the carrier is obliged to unite the weight of free baggage allowance per each passenger.
2.3. The baggage is subject to registration on each passenger individually.
2.4. Each piece of the checked baggage has to have adequate packing to ensure its safety when transported and handled and to exclude a possibility of causing harm to passengers, crew members, the third parties and damaging an aircraft, other passengers’ baggage or other property.
2.5. The baggage having external damages which do not affect its safety when transporting and handling and do not cause any harm to passengers, crew members, the third parties and damage an aircraft, other passengers’ baggage or other property can be accepted for transportation as the checked baggage with the carrier’s consent. At the same time the existence and the type of damage are confirmed by the passenger’s signature.
2.6. The passenger is not recommended to put fragile and perishable objects, bank notes, jewelry, precious metals, paper holdings and other values, business documents, keys and other similar objects in the checked baggage.
2.7. The weight of one piece of the checked baggage exceeding 50 kg is accepted for transportation only according to advanced coordination with carrier, except for the wheelchair used by the passenger who is disabled and incapacitated.
2.8. Transportation of excess baggage over the free baggage allowance or other baggage subject to compulsory payment is paid as per tariff established by carrier. The payment for such baggage transportation is based on the excess baggage ticket or MCO (miscellaneous charges order)
3. Transportation features of certain types of baggage
If a passenger's baggage requires special precautionary measures (as in the case of cinematic, photographic, televisual and video apparatus, electronic and optical devices, home and office appliances, music instruments and fragile items, etc. ), it may be carried in the cabin with the carrier’s consent.
3.1. Baggage carried in the cabin of the aircraft is placed in specially designated places (compartments), and if they are absent it is put on a separate passenger seat. In this case the passenger is obliged to pay for the individual passenger(s) seat(s) for this baggage in accordance with the carrier’s rules.
3.2. The weight of one piece of baggage carried in the cabin of the aircraft should not exceed eighty kilograms, and its dimensions should allow placing it on a separate passenger seat. Packing of baggage carried in the cabin of the aircraft must ensure that it is mounted on the passenger seat.
3.3. Animals (birds) like small pets, such as dogs, cats, service dogs, songbirds, rabbits, etc. may be carried in the cabin with the carrier’s agreement. The number of animals carried on board the aircraft is limited.
3.4. To carry by air pets (birds) and service dogs, except for cases when service dogs are carried in the cabin of the aircraft, should be placed in the respective container (cage or basket) of sufficient size with air access and supplied with a lock. The bottom of the container (cage or basket) shall be watertight and covered with absorbing material, with a side running along the bottom perimeter ruling out absorbing material escape. The cages of birds shall be covered by lightproof cloth of dense texture.
3.5. The weight of a pet (bird) and service dog, the weight of the container (cage) and food for feeding the animal (bird) and service dog, are not covered by the free baggage allowance and are paid by the passenger according to tariff rates determined by the carrier.
3.6 Guide dogs accompanying passengers with depraved eyesight shall be carried in the aircraft cabin free of charge in excess of the fixed free baggage allowance. Such dog must have a collar and a muzzle and be tied to the seat at the passenger’s legs.
3.7. The transportation of oversized baggage, overweight baggage, service dogs, pets and birds is paid according to its (their) actual weight, dimensions and number of pieces of baggage at fare set by the carrier.
3.8. Weapons transportation in the cabin of the aircraft is strictly prohibited. Ammunition, firearms and edged weapons are allowed to be transported by air only with a permit.
3.9. Russian Federation Citizens carry weapons on the territory of the Russian Federation in the amount of not more than 5 units and ammunition not more than 1000 pieces on authorization by the internal affairs agencies to keep, keep and bear, import relevant types, types and models of weapons or licenses for their purchase, collecting or exhibiting weapons into Russian Federation.
3.10. Transportation of weapons belonging to citizens is carried out using covers, holsters or special cases, as well as in special packaging of weapon manufacturer.
3.11. Registration and transportation of transfer passenger’s weapons are carried out according to general rules to the first landing point of the aircraft. Arriving to the transfer airport, the weapons are unloaded from the aircraft and issued to the passenger for registration to the next flight.
Procedure for transporting weapons:
- Upon arrival at the airport, contact the security service and tell about your intention to register a weapon for its transportation by air.
- Arrive at the airport no later than one and a half hours before departure and present the weapons for weighing and receiving a baggage tag.
- Then the passenger must hand over the weapon to an aviation security officer at the airport of departure for temporary storage during the flight, when passing the pre-flight check.
