Information for mobility impaired people

Passengers, whose ability to move by air transport is limited or whose health status requires a special care when servicing (passengers with reduced mobility) are referred to the category of  mobility impaired people.

Preparing for flight

If you or your relatives plan travelling by plane and refer to this category of passengers, you may report this information when booking or buying an air ticket, specifying the kind of special assistance required at the airport and during the flight.  You should advise an air company or a ticket agent of the necessity of these services when buying an air ticket.

In accordance with Article 25 of Federal Aviation Regulations “Common rules for Air Transportation of passengers, baggage, cargo and maintenance requirement of passengers, exporters and cargo receivers” № 82 of 28.06.2007 (FAR №82) a passenger should coordinate  the transportation of the following categories of people with an air carrier (an air company):

  • a seriously ill passenger;
  • a patient on stretchers;
  • a deaf unaccompanied passenger;
  • a blind passenger with a guide dog;
  • a deaf/blind  unaccompanied passenger which will be transported under the care of a carrier;
  • a passenger with reduced mobility

Before departure

If you do not notify an air company of special requirements including baggage delivery from a vehicle to a check-in desk you can always contact us and advise of them in the airport by the telephones: +7 (3467) 354-260, 354-304.

Before you leave home for the airport verify all necessary documents needed for your travelling.

At the airport

At the Airport landside:

  • the parking space for passengers with disabilities designated by road marking and the special road sign is allocated in close proximity to the airport terminal;
  • parking lots are free;
  • the stop of public transport is located at the terminal square in close proximity to the terminal and equipped with the help button;
  • if necessary, our staff will meet you on the terminal square and help when moving across the airport territory.

In the Terminal

Upon arrival to the airport terminal we recommend you to proceed to the "Hall for passengers of certain category" (further – the Hall) located on the first floor (terminal layout). The service in the hall is organized and provided by specially prepared personnel of Transport management service.

In this hall you will be provided with the assistance and the following free services:

  • informing on features of mobility impaired people servicing in the terminal;
  • information service of air transportation, baggage;
  • meeting and assistance when moving across the airport territory, including from (to) a vehicle  at the airport landside and providing assistance when mounting (debarkation) and loading (unloading) of baggage into (out of) transport;
  • accompaniment and assistance during registration, baggage handling, passing preflight and postflight controls, passing border and customs control. Registration and inspection of mobility impaired passengers,  their baggage and also accompanying people are conducted out of turn;
  • loading (unloading) of baggage on (from) board an aircraft, baggage receiving and transporting it to the transport;
  • accompaniment and assistance with transporting, boarding, including the cases when specialized transport is necessary (a bus equipped with the platform for wheelchairs placement and a folding ramp, the minibus, equipped with the device for lifting / dropping of wheelchairs, a highloader or Puma-Avia stairlift);
  • providing with the wheelchair to move of mobility impaired passengers in the terminal and for boarding. If it is necessary a wheelchair can be provided for movement onboard the aircraft;
  • assignment of wheelchairs for the temporary use in case of the late delivery of a special means of transport to the destination airport or a midpoint airport or in case of loss or damage of this means by transporting;
  • providing with the portable induction system "Istok A2" intended for transmission of audio information to hearing-impaired people who use earphones;
  • medical advisement and administering first aid in the Health unit of the terminal.

Accompaniment by medical staff when meeting upon arrival (or departure) on passenger’s request:

  • information on failures (a flight delay for departure, etc.);
  • call for a taxi (if necessary);
  • airport hotel accommodation service.

The servicing of mobility impaired VIP:

  • it is provided in the VIP-lounge on advanced request or on arrival of a passenger according to his/her status and his/her accompanying person to the VIP lounge.
  • VIP lounge is charged for, but it is free for passenger eligible to be served free of charge  under the existing laws of the Russian Federation;
  • providing of assistance and free services is similar to the procedure of service offered in the VIP lounge.

In the terminal:

  • for your convenience tactile track plans are installed on the 1st and 2nd floors of the terminal;
  • in holding rooms there are specially designated places for mobility impaired passengers;
  • the health unit, baggage room, the check-in area and baggage packing counter are located in close proximity to the "Hall for passengers of certain category" on the 1st floor of the terminal;
  • on the 1st floor of the terminal there is a specially equipped toilet room rigged with the help button;
  • there is an adapted passenger elevator for lifting onto the second floor of the terminal;
  • if it is necessary the multipurpose Puma-Avia stairlift can be used to move in the terminal;

If you prefer you can pass the registration and complete preflight formalities by yourself and then proceed for boarding.

Specifics of baggage handling:

  • wheelchairs are accepted for transporting free of charge and referred to the checked baggage. The transportation of the folding wheelchairs and other auxiliary devices used by passengers is allowed in the passenger saloon. The weight and dimensions of such devices must not exceed the dimensions of cabin baggage established by the rules of air company and the aviation legislation of the Russian Federation;
  • powerchairs used by passengers are registered at the time of flight check-in. In compliance with Technical instructions on The Safe Air Transportation of Dangerous Goods passengers using wheelchairs with liquid electrolyte are obliged to have a tool kit /devices to disconnect accumulator terminals of the powerchair and also accumulator packaging/ boxes(cases) with. Disconnection and connection of powerchair accumulator terminals are conducted by passengers themselves or by an airport employee upon passenger’s request;
  • a guide dog accompanying a visually impaired passenger is transported free of charge excess the free baggage allowance. A guide dog must have a collar and a muzzle and be tied to the seat at passenger’s legs.

Transportation and boarding of passengers

Transportation  of mobility impaired passengers is provided:

  • to aircraft stands which are not equipped with an air bridge: by a bus equipped with the platform for wheelchairs placement and a folding ramp or a highloader if it is necessary;
  • transportation of stretcher passengers from the terminal to an aircraft is provided by an ambulance car or a high loader if it is necessary;

Mobility impaired passengers are boarded:

  • from the second floor of the terminal  by means of an air bridge;
  • if it is necessary by means of specialized transport: the minibus, equipped with the device for lifting / dropping of wheelchairs, a highloader or Puma-Avia stairlift);

Seats onboard an aircraft are taken by mobility impaired passengers as a matter of priority.

Arrival at Khanty-Mansiysk Airport

  • During the check-in for the flight to Khanty-Mansiysk airport you should advise what special services and assistance you will require on arrival;
  • upon arrival at Khanty-Mansiysk airport you will be supported to disembark from an aircraft, reсeive baggage and you can be accompanied to your vehicle at the airport landside if it is necessary. According to the regulations of civil aviation you will be supported to disembark from the aircraft at the end of all passengers’ disembarkation and be assisted in accompanying and carrying your hand luggage;
  • you will be transported by a bus rigged with the platform for wheelchairs placement and a folding ramp or by means of a highloader or Puma-Avia stairlift from the aircraft stands which are not equipped with an air bridge;
  • if an aircraft is located next to an air bridge you will be disembarked from board trough the telescopic walkway to reach the elevator which will bring you to the baggage reclaim hall;
  • stretcher passengers are disembarked from board an aircraft by means of a highloader and transported  to the terminal by an ambulance car;
  • disembarkation can be also provided by means of an aisle wheelchair;
  • the wheelchairs can be received after disembarking upon a passenger’s request (the request is made by a passenger during booking or check-in) or in the baggage claim hall;
  • in case of baggage loss (or a part of its contents) or baggage damage the staff of transportation management service will help you to complete all required documents and the passenger customs declaration (in case of the international air transportation) in accordance with the established procedure;
  • after baggage receiving an employee of transportation management service will accompany you to your vehicle at the airport landside and help you when mounting  into the vehicle and to load baggage.

Servicing of transfer and transit passengers

On arrival at Khanty-Mansiysk airport you will be supported to disembark from an aircraft. If it is needed you will be accompanied to the "Hall for passengers of certain category".

  • The service of VIP passengers is provided  in the VIP-lounge;
  • the wheelchair will be given to you just after disembarkation from board an aircraft upon your request or in the baggage claim hall;
  • providing information on the preflight procedure, time of boarding and departure for further flight to the destination;
  • accompaniment and assistance with transporting, boarding, including the cases when specialized transport is necessary (a bus equipped with the platform for wheelchairs placement and a folding ramp, a minibus, equipped with device for lifting / dropping of wheelchairs, a highloader or Puma-Avia stairlift).
