Plants quarantine
The service of phyto-sanitary control is created to protect the territory of the Russian Federation from quarantine and other dangerous diseases of the plant pests and weeds which can cause significant economical impact to the national economy.
Phyto-sanitary control is carried out with customs inspection. Passengers show an inspector of the phyto-sanitary control all plants which are in cargo, baggage and hand luggage of passengers for examination (Appendix 1).
To determine a phyto-sanitary status of plants the inspector checks the presence of the phyto-sanitary certificate (if necessary) and makes sampling from consignment for the examination. If quarantine objects are detected alive infected cargo, containers, plants are subject to disinfecting. If effective disinfecting is not possible, customs clearance or import of these plants are forbidden, the goods are returned to the exporter or exterminated. Appendix 1
The list of import and national cargo materials of plant origin which are subject to quarantine actions
- seeds and landing material of agricultural, forest and decorative cultures, plants and their parts (shanks, layers, bulbs, rhizomes, tubers, roots, pot plants, cuts of flowers, etc.);
- fresh vegetables, fruits, berries;
- food, coarse grain and industrial crops and products of its processing, copra, oil meal, millcake, malt, fibre of a cotton, flax and other fibre crops, medicinal herbs and also raw leather and wool;
- rice, nuts, peanut, flour, cereals, coffee beans, cocoa beans, dried fruits and vegetables, tobacco leaves and spices, tea, raw sugar, spices;
- live mushrooms spores, bacteria, viruses, insects which are agents and transmitter of plant diseases and damage live plants;
- container, wood, separate industrial goods, packing materials and products from plant materials, monoliths and samples of soils.
The import is forbidden from foreign countries to the Russian Federation:
- the quarantined materials infected with quarantine organisms;
- seeds, planting and grafting materials for fruit, berry, forestry and decorative crops;
- soils where plants are implanted and their subterranean parts with the soil;
- fresh fruits and vegetables in parcels, hand luggage and baggage of passengers if their weight is more than 5 kg;
- agents of plant diseases – live mushrooms spores, bacteria, viruses and also the insects, mites and nematodes damaging plants, except for the samples imported for the scientific purposes.
