Customs control

Dear passengers

 The information about the procedure on transfer of personal use  goods prohibited or limited for import to and (or) export from the customs area of the Eurasian economic union, and about the liability for violation of customs regulations provided by the Cod of administrative offences of the Russian Federation, you can find in information terminals and posters before the customs control.

 

Reminder to passengers for the simplified procedure of performing customs operations in respect of goods that are accepted by an air carrier for transportation in accompanied baggage.

ATTENTION!

With regard to goods accepted by an air carrier for transportation in accompanied baggage, when a place of departure is on the territory of the Russian Federation, and a destination is outside the customs territory of the Eurasian Economic Union (hereinafter called EAEU), with an intermediate landing at the place of departure from the territory of the Russian Federation (hereinafter referred to as transfer luggage), there is a simplified procedure for performing customs operations (RF Government Resolution No. 637 of July 10, 2014), which means that customs control of transfer baggage is carried out without presenting it directly by the transfer passenger to the customs authority.

Conditions for applying a simplified procedure: when registering transfer baggage at the airport of departure, the passenger declares that there are no goods in his/her transfer baggage that are subject to customs declaration in writing (hereinafter called written declaration), and the document, which confirms the passenger’s statement to the customs authority that there are no goods subject to written declaration, is a numbered baggage tag.

The simplified procedure does not eliminate the need to comply with the requirements of the EAEU customs legislation and the customs legislation of the Russian Federation.

If a citizen has goods subject to mandatory written declaration and he applies the simplified procedure of customs declaration, he is brought to justice in accordance with the Administrative Offenses Code of the Russian Federation and the Criminal Code of the Russian Federation.

When goods subject to written declaration are found in the transfer baggage, it is impossible for the passenger to board the aircraft. Transfer luggage is delivered to the customs office for customs inspection by a customs official in accordance with section 116 of the Customs Code of the Customs Union.

If no goods subject to written declaration are detected during the customs inspection of such transfer baggage, the customs officer makes a decision to release such transfer baggage within 3 minutes on average.

If goods that are subject to written custom declaration are detected during the customs inspection, the customs officer makes immediate decisions about such goods in accordance with the administrative and / or criminal procedure legislation of the Russian Federation, or such goods are detained in accordance with Chapter 21 of the Customs Code of the Customs Union.

The passenger retains the right (including after check-in and handling the transfer baggage) to make a written declaration of goods contained in the transfer baggage.

The list of goods (carried in hand luggage, accompanied baggage) which subject to mandatory written declaration (in accordance with the Agreement between the Governments of the Republic of Kazakhstan, the Republic of Belarus and the Russian Federation of 18 June, 2010 "About the procedure of transportation by individuals for personal use across the customs border of the Customs Union and customs operations related to the release "):

Goods that are not for personal use:

A written declaration of goods transported in accompanied baggage is made using the passenger declaration with the obligatory reference to the customs commodity cost. The declaration is submitted simultaneously with the goods. At departures from the customs territory of the EAEU, there is a double corridor system, which means:

Crossing the line of the "green channel" when entering is considered by the customs authorities as a statement that among the goods transported across the customs border of the EAEU there are no goods that are subject to mandatory declaration in written form.

Documents and the passenger customs declaration are simultaneously submitted to confirm the declared information depending on the circumstances of the trip:


Reporting inaccurate information in a declaration entails prosecution in accordance with Administrative Offense Code of the Russian Federation and the Criminal Code of the Russian Federation.

IV. The list of goods for personal use prohibited or restricted to be imported into the customs territory of the custom union and (or) exported from this territory (in accordance with the Agreement between the governments of the Republic of Kazakhstan, the Republic of Belarus and the Russian Federation of 18 June 2010 "About the procedure of transportation by individuals for personal use across the customs border of the Customs Union and customs operations related to the release"):

I. List of goods for personal use prohibited to be imported into the customs territory of the custom union and (or) exported from this territory

1. When crossing the customs border in any way:

1.1 information stored in printed, audiovisual and other data storage devices prohibited for import into the customs territory of the customs union and export from the customs territory of the custom union and transit through the customs territory of the custom union
1.2 duty and civilian weapons, their main parts and ammunition prohibited for import into the customs territory of the custom union or export from the customs territory of the custom union and transit through the customs territory of the customs union
1.3 hazardous wastes prohibited during import and (or) restricted for movement across the customs border during import and (or) export
1.4 special technical means used for surreptitious obtaining of information, which are restricted to be imported into the customs territory of the custom union and exported from the customs territory of the custom union
1.5 poisonous substances that are not precursors of narcotic drugs and psychotropic agents, limited to be carried across the custom border
1.6. drugs, psychotropic agents and their precursors, with the exception of limited quantities of narcotic drugs and psychotropic agents in the form of medicine for personal use due to medical reasons with the relevant documents, as well as precursors in the amounts defined by the legislation of the state that is the member of the custom union
1.7 organs and (or) human tissues, blood and its components, restricted to be carried across the custom border when importing and (or) exporting

2.When exporting in any way:

2.1 waste and ferrous and non-ferrous scrap included in the list of goods and have quantitative restrictions used for export and (or) import
2.2 raw precious metals, scrap and wastes of precious metals, ores and concentrates of precious metals and commodities containing precious metals, which export is restricted from the customs territory of the custom union
2.3 minerals (natural unprocessed stones) limited to be carried across custom border when exporting
2.4 information about mineral resources, limited to be carried across custom border when exporting
2.5 wild crude drugs (plants, parts of plants, seeds, fruits) limited to be carried across custom border when being exported in quantity exceeding three copies of one kind of these goods
2.6 wild live animals and some wild plants limited to be carried across custom border when being exported (with the exception of hunting and fishing trophies) in the quantity exceeding three copies of one kind of these goods

3.When importing in any way:

3.1 ozone-depleting substances prohibited to be imported into the customs territory of the custom union
3.2 crop protection agents prohibited to be imported into the customs territory of the custom union and subjected to Annexes A and B of the Stockholm Convention on Persistent Organic Pollutants of May 22, 2001
3.3 extraction instruments for aquatic biological resources prohibited to be imported into the customs territory of the custom union
3.4 ethyl alcohol and alcohol products with a total volume of more than 5 liters per person under 18
3.5 not more than 200 cigarettes or 50 cigars or 250 grams of tobacco, or these products in a set with a total weight of more than 250 grams per person under 18.

4. In international mail (in addition to paragraphs 1-3 of this section):

4.1 alcoholic beverages, ethyl alcohol, beer
4.2 all types of tobacco products and smoking mixtures
4.3 any types of weapons (their parts), their cartridges (their parts), structurally similar to civilian and duty weapons
4.4 radioactive materials
4.5 cultural values
4.6 perishables
4.7 live animals, except for bees, leeches, silkworms
4.8 plants in any form and condition, plant seeds (see the letter of the Federal Customs Service of the Russian Federation No. 14-57 / 54371 of 10.11.2010)
4.9 precious gems in any form and condition, natural diamonds, except for jewelry
4.10 narcotic drugs, psychotropic agents and their precursors, including in the form of medicines
4.11 ozone-depleting substances
4.12 other goods prohibited to be transported in accordance with the acts of the Universal Postal Union and the customs legislation of the custom union

II. List of goods for personal use limited to be imported into the customs territory of the custom union and (or) exported from this territory

1. When crossing the customs border in any way:
Encryption (cryptographic) tools which export and import are limited into/ from the customs territory of the custom union

2. When crossing the customs border in any way except for international mail:

2.1 ozone-depleting substances limited to be imported into the customs territory of the custom union or exported from this territory.
2.2 limited quantity of narcotic drugs and psychotropic agents in the form of medicine for personal use due to medical reasons with the relevant documents, as well as precursors in the amounts defined by the legislation of the state that is the member of the custom union
2.3 duty and civilian weapons, their main parts and ammunition limited for import into the customs territory of the custom union or export from the customs territory of the custom union and transit through the customs territory of the customs union

3. When importing in any way:

radio-electronic means and (or) high-frequency devices for civilian use including built-in or included in other products limited to be imported into the customs territory of the custom union or exported from this territory;

4. When exporting in any way

4.1 Collections and collectible items on mineralogy and paleontology limited to be carried across the state border when exporting
4.2 Species of wild fauna and flora that are subject to the Convention on the international trade in endangered species of wild fauna and flora of 3 March, 1973 limited to be carried across the state border when exporting
4.3 Rare and being under threat of extinction species of flora and fauna, their parts and (or) derivatives listed in the Red Book of the Republic of Armenia, the Republic of Belorussia, the Republic of Kazakhstan, Kyrgyz Republic and Russian Federation limited to be carried across the state border when exporting (adaptation on the Treaty of 10 October, 2014 “On accession of Republic of Armenia to the Treaty on the Eurasian Economic Union of 29May, 2014 and The Protocol of 8 May, 2015 “On Amendments to the Treaty on the Eurasian Economic Union of 29 May 2014 and separate international treaties included in the right of Eurasian Economic Union due to accession of the Kyrgyz Republic to the Treaty on the Eurasian Economic Union of 29 May 2014”)
4.4 documents of national archive fund, original archived documents limited to be carried across the state border when exporting

5. When exporting by any means besides international mail:

V. Reminder to passengers for the procedure of moving goods by individuals for personal use across the customs border of the EAEU

1. When traveling through the customs border of the EEU by air, the following is subjected to custom declaration (a passenger custom declaration is completed):

- imported goods, which customs value exceeds 10,000 Euros in equivalent and / or the total weight exceeds 50 kilograms.
 - imported or exported cash (banknotes, treasury notes, coins, beside coins made of precious metals) and / or traveler's checks which total amount exceeds 10,000 (ten thousand) US dollars in equivalent;
 - imported or exported cash instruments (bills of exchange, checks (bank checks), securities);
 - cultural values,
 - precious metals and precious stones;
 - exported state awards of the Russian Federation;
 - endangered animals and plants, their parts, as well as products derived from them;
 - imported alcoholic beverages in quantities exceeding 3 liters;
 - weapons and ammunition, including cold weapons (knives, brass knuckles, shurikens, etc.);
- narcotic drugs and psychotropic substances in the form of medicines for medical reasons if appropriate documents are available;
 - radio-electronic means and (or) high-frequency devices for civilian use, including built-in or included in other products;
 - hardware with encryption functions;
- goods for personal use, received as inheritance, if there are documents proved that these goods were inherited;
-goods for personal use, imported in accompanied baggage, if a passenger transporting them has unaccompanied baggage;

2. The import of goods for personal use is allowed with custom duty relief into the customs territory of the EAEU:

- customs cost of which does not exceed 10,000 euros in equivalent and (or) the total weight does not exceed 50 kg;
- alcohol drinks and beer not more than 3 liters per one person under 18;
- tobacco and tobacco products: 200 cigarettes or 50 cigars (cigarillos) or 250 grams of tobacco (including chewing tobacco "naswar"), or the specified products in assortment which total weight does not exceed 250 g. per person under 18;
The following goods must not be exported by a person for personal use from the territory of the EAEU:
- fish and seafood (except for sturgeon caviar) more than 5 kg.;
- sturgeon caviar weighing more than 250 grams.
Goods which are not for personal use include:
- natural diamonds;
- exported goods which are subject to the export custom duties;
-central heating boilers;
- mowers (except for lawn mowers), devices for harvesting hay, etc .;
- tanning beds;
- medical equipment and equipment (except that is necessary en route or for medical reasons), etc.

In the terminal passengers can receive information about the rules and procedures to move goods across the customs border of the EAEU at information kiosks and on information boards of the airport custom unit.

Information for passengers travelling by domestic flights and arriving to the transfer airport to cross the customs border of the EAEU can be obtained at the check-in desks of the domestic flights in the terminal.
