Transportation of hazardous substances and weapons

The list of major hazardous substances and items prohibited (permitted if the necessary conditions are followed) to be carried by crew members and passengers in checked-in baggage and accompanied luggage on board an aircraft.

1. It is forbidden to transport the following hazardous substances and objects by crew members and passengers in the checked baggage and in the passengers’ belongings on board:

1. Members of the crew and passengers are forbidden to transport the following hazardous substances and objects in the checked-in baggage and in the accompanied luggage on board:

1. explosives, blasting supplies and agents stuffed with them:
any gunpowder in any package and in any quantity;
cartridges (including small-caliber);
cartridges for gas weapons;
hunting caps ;
pyrotechnics: signal and illuminating flares, signal cartridges, landing barrels, smoke candles, demolition matches, Bengal lights, railway detonators;
TNT, dynamite, tolite, ammonal and other explosives;
blasting caps, electric detonators, electric igniters, detonating and blasting fuse, etc .;

2. compressed and liquefied gases:
gases for domestic use (butane-propane) and other gases;
gas cartridges with nerve and tear effects, etc .;
3. flammable liquids:
acetone;
gasoline;
samples of flammable petroleum products;
methanol;
methyl acetate (methyl ether);
carbon disulfide;

ether;
ethyl cellosolve;

4. flammable solids:
substances able to ignite spontaneously;
substances which emit flammable gases when interacting with water:
potassium, sodium, calcium metal and their alloys, calcium phosphorous, etc .;
white, yellow and red phosphorus and all other substances classified as flammable solids;
5. oxidizing agents and organic peroxides:
colloid nitrocellulose, in granule form or flakes, dry or wet, containing less than 25% water or solvent;
colloid nitrocellulose, in pieces, wet, containing less than 25% alcohol;
dry or wet nitrocellulose containing less than 30% solvent or 20% water, etc .;

6.   toxic substance;

7.   radioactive material;

8. caustic and corrosive substances:

strong inorganic acids: hydrochloric, sulfuric, nitric and others;

fluorohydrogen (hydrofluoric) acid and other strong acids and corrosive substances;

9. poisonous and toxic substances:

any strong poisonous and toxic substances in the liquid or solid state, packed in any container;

brucine;

nicotine;

strychnine;

tetrahydrofurfuryl alcohol;

antifreeze;

brake fluid;

ethylene glycol;

mercury except for mercury contained in a medical thermometer, a mercury blood measure monitor in a standard case, a mercury barometer or a mercury manometer, packed in a hermetic container and sealed by the sender;

all prussiates and cyanide products;

centrifugal separator, black cyanide, arsenous anhydride, etc .;

other hazardous substances, objects and cargo that can be used as a weapon to attack passengers, the crew of the aircraft, as well as endanger the flight of the aircraft;

10.           weapon:

pistols, revolvers, rifles, carbines and other firearms, gas, air weapons, electroshock weapons, daggers, stylettes, landing team knife bayonets except cases and the manner prescribed by the legislation of the Russian Federation.

A detailed list of dangerous substances and items prohibited to be carried by crew members and passengers on board an aircraft is published in the technical instructions for the safe air transport of dangerous goods (ICAO Doc 9284 AN/905).

Lists of weapons, explosives or other devices, objects and substances, which are banned or restricted to be brought into the transportation security zone or nearby it are specified in the Rules for the inspection, additional inspection, re-inspection implementation to ensure transportation security as approved by Mintrans of Russia dated 23.07.2015 №227 (Registered in the Ministry of Justice of the Russian Federation dated 24.03.2016 N 41529).

2. The following items and substances are allowed to be carried by crew members and passengers on board the aircraft while following the required conditions:

in the registered baggage in cargo and luggage compartments of the aircraft without access for passengers to baggage during a flight:

crossbows, spearguns, sticks, sabers, hatchets, yataghans, broadswords, swords, court swords, bayonets, daggers, knives: hunting, ballistic, with deadlocks, any weapon simulators;

utility knives (scissors) with a length of a blade (shear) over 60 mm;

alcoholic beverages contained more than 24%, but no more than 70% of alcohol amount in containers of no more than 5 litres in volume, intended for retail trade - no more than 5 litres per passenger;

liquid and alcoholic beverages with alcohol content no more than 24%;

the aerosols intended for sports or household purposes which final valves are protected by caps from spontaneous release of contents, in containers of no more than 0.5 kg or 500 ml - no more than 2 kg or 2 litres per passenger;

medical thermometer, containing mercury, in a standard case - one per passenger

2. in the passengers’ hand luggage:

a medical thermometer, not containing mercury;

a mercury blood pressure monitor in a standard case - one per passenger;

a mercury barometer or manometer, packed into a hermetic container and sealed by the sender;

disposable lighters - one per passenger;

dry ice for cooling perishable goods - no more than 2 kg per passenger;

hydrogen peroxide of 3% - no more than 100 ml per passenger;

liquids, gels and aerosols relating to harmless in containers of no more than 100 ml (or equivalent in other units of measuring the volume), packed into reliably closed transparent plastic package no more than 1 litre - one package per passenger.

Liquids in containers of more than 100 ml are not accepted for transportation even in case they are filled only partially, except for:

·         medicines, special dietary products, baby food, including maternal milk, in the quantity necessary for the period of a flight;

·         the medicines containing drugs, psychotropic substances and their precursors if there are the documents provided by international treaties of the Russian Federation, including the acts entitled the right of the Eurasian Economic Union and (or) the legislation of the Russian Federation to confirm the appointment of the specified medicines to a passenger with the name and quantity indication, in the amount that is necessary for the period of a flight;

·         biological materials if the passenger has the documents provided by the international treaties of the Russian Federation, including the acts entitled the right of the Eurasian Economic Union and (or) the legislation of the Russian Federation to establish the order of biological material transportation.

·         the liquids bought in duty free shops at the airport or onboard an aircraft have to be packed into firmly sealed plastic package so that package contents can be viewed during a flight. And this package must have a reliable confirmation that this purchase is made in airport duty free shops or onboard an aircraft in a day (days) of a trip.

The administration of the airport, airline, operators has the right to make decision to implement the additional measures to ensure aviation safety on flights with the increased danger hereupon the transportation of the following objects in the cabin is forbidden:

• corkscrews;

• hypodermic needles (if medical justification is not presented);

• knitting pins;

• scissors with a length of edge less than 60 mm;

• jackknife without fixing device travel penknife with a length of bladeless than 60 mm;

• mercury blood pressure monitors;

• mercury barometers or manometers.
